These don't reveal any new toys or anything of the sort, they simply further confirm the toys we are getting. The design makes him appear far more stout, similar to Bulkhead's previous incarnations. The original designer was friend to the site, Marcelo Matere uploaded his design to Facebook and while it is very close to the toy we are getting the slight difference in proportions really changes the overall look of the toy. However, it seems that the final product proportions were not the original intent.
Many found Bulkhead to look a bit too heroic looking in his Legacy proportions.
